MIAMI, USA (AFP): The potentially devastating Hurricane Frances lashed the Turks and Caicos Islands Wednesday as it headed toward the Bahamas.  As Frances passed to the north of Grand Turk with winds of 140 miles per hour, its outer bands hit the island, causing some damage to roofs and trees as well as power outages.
