OECS secretariat welcomes new export development head

CASTRIES, St Lucia -- Dominica national Vincent Philbert has been named Head of the Export Development Unit, Dominica, under the OECS Secretariat, taking over from Colin Bully effective July 1, 2009.

Philbert is a 1990 graduate in Economics from Cambridge University, U.K and holds an MBA from University of the Virgin Islands in 2002.

Prior to joining the Secretariat he was employed at the National Development Corporation (NDC) Dominica. He served the NDC from 1990 - 2005. He was appointed CEO of NDC in 2001. 

Philbert also served as Chairman of Dominica Festivals Commission during the corresponding period responsible for staging the annual World Creole Music Festival and Carnival activities. More recently he served as a Permanent Secretary in the Ministry of Legal Affairs and Immigration, followed by the Ministry of Public Utilities, Energy and Ports.
