Dominica to formulate national shelter policy

ROSEAU, Dominica: The government of Dominica has entered into a contractual arrangement with the consulting firm, HABICO Planning and Architecture Ltd of Canada to undertake the formulation of a National Shelter Policy.

Senior Administrative Officer in the Ministry of Housing, Lands, Telecommunications, Energy and Ports, Marcella Powell signed the contract to begin the consultancy at a press conference earlier this week.

The main objectives of the consultancy are to formulate a National Shelter Policy that will address the shelter needs of the country with particular reference to issues of demand, supply and quality of housing, access to developed land and affordable housing credit, regularization of tenure in informal settlements, particularly for low and lower income earners.


The NSP will be devised within the framework of the overall macroeconomic and social development process. It will propose appropriate roles for public and private sector agencies and NGOs.

The NSP will also guide interventions by the Caribbean Development Bank and other international financial institutions in their efforts to address policy, institutional and investment requirements for that sector.

The consultancy is expected to be undertaken over a period of one year and is being funded by the Caribbean Development Bank.
