Montserrat's Chief Minister calls for proactive thinking by senior civil servants

BRADES, Montserrat (GIS) -- Incoming Chief Minister Reuben Meade on Tuesday told members of the management and service management teams that a more proactive approach was necessary to move Montserrat forward.
Speaking on Tuesday afternoon, during his first official meeting with the government’s senior management team, the chief minister said Montserrat’s private sector must be stimulated so that they can move beyond financial dependency on the Department for International Development (DfID).
The minister stated that the times in which Montserrat must now move forward, requires each department to establish clear priorities. He asked the permanent secretaries and other managers to identify their key priority areas of no more than two or three considering also the available funds. “If we don’t present to the British what our priorities are, then they will be choosing for us.”
He also discussed the importance of shifting to quarterly reviews of work plans and projects, rather than yearly evaluations. “We will be in a better position to have continuous negotiations and debates with DfID when we are aware of how we are meeting each target and the deliverables.”
Meade called for better systems of communicating and responding to queries from the general public, adding that not all changes needed money to happen. The minister, who is also an economist emphasized the need for all government departments to be more efficient and creative in the way they provided quality service to public, visitors, and potential investors.
The chief minister’s words were endorsed by Governor Peter Waterworth, who said the times in which we live call for civil servants willing to “think outside the box.” "The governor said the clear mandate from the people which is a sign of confidence, provides a “huge opportunity for the new government to be able to go back to the people in five years with a different Montserrat.
