Report released on fatal shooting in Turks & Caicos

GRAND TURK, Turks & Caicos Islands: The Attorney General of the Turks & Caicos Islands, Kurt DeFreitas QC, has announced the completion of a review of the report of Detective Chief Inspector, Peter Kennett, of the Royal Cayman Islands Police Service concerning the shooting of Jared Jennings on Monday August 7, 2006 by Detective Constable Sheldon Williams of the Royal Turks & Caicos Islands Police Force.
Chief Inspector Kennett and a team from the Royal Cayman Islands Police Service were requested to conduct an independent investigation of the shooting incident that lead to the death of Jared Jennings.
The Attorney General indicated that Chief Inspector Kennett has concluded that because of the level of violence and aggression shown by Jennings and the crowd towards Constable Williams during the incident in the course of which a bottle was smashed over Williams’ head and Jennings attempted to stab and slash the Constable with a 9-1/2 inch bladed cutlass, there is clear evidence that Jared Jennings attempted to kill or seriously wound Constable Williams.
The Attorney General also confirmed that Chief Inspector Kennett had found that if Constable Williams were prosecuted for shooting Jared Jennings, he would no doubt, on this evidence, be acquitted on the defence of justifiable homicide.
The Attorney General announced that after a careful review of Chief Inspector Kennett’s report, he has accepted the findings in the report and has recommended to the Commissioner of the Royal Turks & Caicos Islands Police Force that no further action is taken against Constable Williams for this incident.
