Constitutional changes in Turks and Caicos

GRAND TURK, Turks & Caicos Islands: Pursuant to the new Turks and Caicos Islands Constitution introduced on August 9, 2006, the territory's Governor, Richard Tauwhare, has assigned to Ministers of Government responsibility for the conduct of business in the House of Assembly in respect to:

  • External Affairs
  • Defence and Internal Security, including the Police Force and the
  • Regulation of International Financial Services.

These responsibilities have been handed over to Cabinet Ministers, with Premier Michael Misick holding responsibility for the conduct of business in the House of Assembly in respect of External Affairs. The Deputy Premier, Floyd Hall, now has responsibility for the Regulation of International Financial Services and Galmo Williams assumes responsibility for Defence and Internal Security in the House of Assembly.

The new Constitution also makes provision for the establishment of an Advisory National Security Council. The Advisory National Security Council consists of:

  a)  Governor Richard Tauwhare
  b)  Premier Michael Misick
  c)  Attorney General Kurt DeFreitas
  d)  Deputy Premier and Minister of Finance Floyd Hall
  e)  Minister of Immigration Galmo Williams

The purpose of the Council is to make recommendations to the Governor on matters relating to defence, external affairs, the regulation of international financial services, internal security. The Council is also equipped to make recommendations on the exercise of the Governor's functions during a period of public emergency.
