Council of Legal Education to honour Caribbean legal luminaryThursday, August 31, 2006BASSETERRE, St Kitts: The Council of Legal Education will pay tribute to one of the Caribbean’s legal luminaries when it holds its 38th Annual Meeting in St Kitts next week.
Chairman of the Council, Emile Ferdinand said the Council meets here from Thursday September 7 to Saturday September 9. He has issued an invitation to members of the legal profession in the Caribbean to join with the Council in paying tribute to eminent constitutional lawyer Dr Lloyd Barnett of Jamaica. The Council will be acknowledging the invaluable contribution which Dr. Barnett has made to the work of the Council during the 34 years that he has served as a member of Council, from September 1972 to 2005. Dr Barnett has been an active member of Council from its inception in the early ‘70s. He has represented the Jamaican Bar Association at the meetings of Council and its Executive Committee, for over three decades. He was elected Chairman of the Council in 1977 and was re-elected to the chair in 1980, for a further term of three years. Dr Barnett also chaired some of the sub-committees of Council. In 1992 he was appointed Chairman of a Committee drawn up to Review Legal Education in the Region. The report (The Barnett Report), with its recommendations emanating from the work of this committee, was adopted by the Council of Legal Education in 1996. Mr Ferdinand has disclosed that in order to pay tribute, the Council working in conjunction with the Bar Association of St Kitts and Nevis, has invited Dr Barnett to deliver the inaugural public lecture in a Distinguished Lecture Series on Thursday September 7, 2006. Dr Barnett has chosen as the subject of this public lecture “The Foundations of Caribbean Constitutionalism.” On Friday September 8, 2006, Dr Barnett will be honoured at a dinner at which the immediate past-chairman of the Council of Legal Education, Mr Dennis Morrison QC will be the speaker.
