Wynns’ appointment to the post of Deputy Governor comes with the introduction of the Turks & Caicos Islands Constitution Order 2006, which also came into effect on August 9, 2006.

According to Section 22 (1) of the new constitution “there shall be a Deputy Governor who shall be a Belonger and shall be appointed by the Governor in pursuance of instructions given by Her Majesty through a Secretary of State and who shall hold office during Her Majesty’s pleasure”.

As the Deputy Governor, Wynns will assist Governor Richard Tauwhare in the exercise of his functions and such functions shall not be of a ministerial nature.

Wynns' appointment to the post of Deputy Governor follows her appointment to the post of Chief Secretary, the second Belonger to take up such a post.

Wynns is the second of two girls born to Richard and Henrietta Wynns on the island of Grand Turk on October 4, 1948.
