Blame the irresponsible parent who allowed her immature daughter to travel internationally without appropriate supervision.

Blame the incompetent chaperones. Blame careless travel mates. Blame uncontrolled male hormones. Blame Natalee herself – who took a gamble on risky behavior and lost.

These are the guilty.
