Antigua-Barbuda to host CARICOM security meeting
Thursday, June 29, 2006
ST JOHN’S, Antigua: The region’s security preparations for Cricket World Cup 2007 will top the agenda when Antigua and Barbuda hosts the Second Meeting of the Council of Ministers Responsible for National Security and Law Enforcement on June 30 and July 1.
Prime Minister Baldwin Spencer, Antigua and Barbuda’s National Security Minister, said that the meeting is of critical importance since it will examine all of the relevant areas relating to the region’s state of readiness for CWC 2007. He said that the decisions coming out of the meeting will be taken to the CARICOM Heads of Government meeting in St Kitts next week.
The Meeting, to be chaired by Trinidad and Tobago’s Minister of National Security, Senator Martin Joseph, who is charged with directing and coordinating the region’s response on crime and security matters, will be preceded by a meeting of the Security Policy Advisory (SEPEC) Committee.
The Security Policy Advisory Committee, which is a component of the Regional Management Structure for Crime and Security, will consider the Working Document prepared by the CARICOM Secretariat for the two day Meeting at the Jolly Beach Resort and will also finalise the Report to be submitted for consideration of the Council of Ministers.
The Meeting of the Council of Ministers’ focus on Cricket World Cup preparations will centre on a CARICOM visa, visa issuance procedures and a common visa policy. In addition, the Ministers will look at a single customs administrative document, standing operating procedures for restricted items and standing operating procedures for teams, officials, media sponsors and VIPs.
Other topics to be discussed by the Security Ministers include intelligence, information and communications technology, an implementation agency for crime and security, deportees, and disaster preparedness and health.
It is anticipated that the meeting will also address a number of legislative items including a CARICOM Security Assistance Treaty, a Visa Bill and Intelligence Sharing.
