Poll preparations in Guyana jolted as opposition elections commissioners withdraw

GEORGETOWN, Guyana: The three opposition-appointed commissioners have made a stunning decision to withdraw from the Guyana Elections Commission (GECOM), which is tasked with delivering free and fair elections in Guyana.

The three, Haslyn Parris, Lloyd Joseph and Robert Williams, have pulled out of the electoral process contending that GECOM was lying to the nation and also accused the Commission's Chairman, Dr Steve Surujbally of acting unilaterally.

The surprise announcement came Saturday; a mere two days after GECOM had informed President Bharrat Jagdeo that elections could not be held by the constitutionally due date of August 4.

"Count us out. We're done," Parris told reporters. He added that electoral stakeholders have been deliberately misled and that there has been a lack of transparency in the conduct of the commission's poll preparations.

GECOM is contemplating the use of the 2001 Official List of Electors (OLE) as the basis for the construction of the new voters' list.

But that idea has been debunked by opposition parties who cautioned that the move will allow for the listing of fictitious and dead registrants and the inclusion of entries for persons who would have migrated since the list was created.

The Government on the other hand has stated its support for the use of the 2001 OLE.

On this contentious issue, the opposition commissioners contended that the President was led to believe that slippage in the elections plan was threatened because of the insistence of the opposition parties on a verification of the 2001 Official List of Electors and the fingerprint analysis now being conducted by the Electoral Office of Jamaica to detect possible multiple registrants.

"I no longer believe that in these terms we can continue to function. We will not continue to participate in cocking the whole country! In talking out of both sides of our mouths," Parris explained.

Accusing the Commission's Chairman of proceeding with unilateral decisions on a number of occasions, the three commissions said they were not prepared to continue under such leadership even though they understood the implications of their decision.

Up to late Sunday evening, the impact of the decision was undetermined but officials say that GECOM could continue its work but warned that it will be setting a bad precedent for the upcoming polls.
