
St Lucian elected President of the OAS Permanent Council

CASTRIES, St Lucia: St Lucia’s Ambassador to the USA, Sonia Johnny, has been elected as Chief Negotiator for the Caribbean in the negotiations on the Organization of American States (OAS) Social Charter, and Vice Chair of the Joint Permanent Council and Inter-American Committee for Integral Development. She takes over the presidency of the Permanent Council in January 2006. The Council is the second highest body at the OAS, second to the General Assembly of Foreign Ministers which is convened once a year. Ambassador Johnny, in reacting to her election to this position says: “My experience as an attorney as well as my knowledge of International Relations will be very useful during the negotiations. I feel confident that a number of our proposals will be accepted.” She remarked that CARICOM’s Civil Society Charter was one of our source documents. The OAS Social Charter will be the sister document to the Inter American Democratic Charter, and will contain a number of proposed rights for the peoples of the Hemisphere. Caricom Ambassadors have presented their inputs to the Charter to Ambassador Johnny and contributions from other countries will be included in the negotiations which begin mid November
