
Dominica complies with ISPS

ROSEAU, Dominica: The Government of Dominica
has advised the international shipping public that it has complied with
measures for the implementation of the International Ships and Port Facility
Security (ISPS) Code that came into effect on July 1 2004.
The Code which was adopted in December 2002,
places mandatory obligations on Governments to ensure that ships in
international trade and port facilities used by such vessels take measures to
enhance maritime security. These measures
include the establishment of specific institutions, the upgrading of
legislation, the conduct of security assessments and the development of
security plans. In essence Dominica will experience a new security culture at
all of its ports and with all of its vessels involved in international trade.
The International Maritime Organization (IMO) has been informed of the
measures taken and the relevant information has been placed on the IMO Global
Integrated Shipping Information System for the benefit of the international
shipping public. Some of the measures taken
include the introduction of new security systems and practices based on the
development of port security assessments and approved plans.
Vessels under the Dominica flag have also
taken steps to introduce new security systems on board in keeping with the
provisions of the Code. The Commonwealth of Dominica Police Force (Marine
Unit) has been charged with the responsibility for administering port facility
security provisions while the Maritime Administration is charged with the
responsibility for administering ship security provisions.
To date new maritime security systems have
been introduced and plans submitted for all of Dominica's main ports
facilities including those operated by the Dominica Port Authority and those
under private ownership.
