
EU commission proposes loosening sanctions on Haiti

BRUSSELS, Belgium (AFP): The European
Commission Wednesday proposed loosening EU sanctions on Haiti, after the
country committed to holding several free elections by the end of 2005.
Once European Union member states give the go ahead, Haiti could receive 28
million dollars from the European Development Fund, frozen since the
institution of sanctions in 2001, a commission source said.
A further 150 million dollars in development funds could be forthcoming once
Haiti -- where a rebellion in February forced president Jean-Bertrand Aristide
to flee the country -- takes further steps towards democracy.
An international donors' conference under the auspices of the World Bank and
the European Commission is to take place at the end of July in Washington.
Haitian Prime Minister Gerard Latortue has proposed that presidential
elections take place in November 2005, after local and legislative polls.
