
Dominica Labour Party wins by-election

GRAND BAY, Dominica: Hundreds of supporters
and revellers of the ruling Dominica Labour Party converged and danced in the
streets on Monday evening to celebrate the party’s emphatic victory in the
Grand Bay by-election.
John Fabien, former Permanent Secretary in
the Ministry of Health and Social Security emerged victorious gaining 1155
votes, while his nearest rival, Frankie Bellot of the main opposition United
Workers Party gained 215 votes. The two other candidates in the by-election
lost their deposits.
The by-election became necessary after Prime
Minister and Parliamentary Representative for Grand Bay, Pierre Charles
succumbed to acute heart failure on January 6th 2004. The former Dominican
leader held the seat for the Dominica Labour Party for 18 years in Parliament.
Although Mr Fabien gained fewer votes than
the late Prime Minister, he obtained a higher percentage of the vote.
Dominica has had a Coalition Government
since the 2000 General Elections. The Dominica Parliament has 21 elected
members. Presently, the Government has the support of 12 elected members as
against 8 for the main opposition United Workers Party. The Parliamentary
Representative for Soufriere, Frederick Baron sits on the Opposition side of
the House of Assembly as an independent.
